A BRT system operator had invested in AVL and passenger information technology but had not designed the control centre that would use it. The OCC room existed and screens were installed, but controllers had no authority to act on what they observed, no documented procedures for managing disruptions, and no defined communication channels between the OCC, depots, and drivers.
E2Gx Mobility designed the OCC from function outward. The authority framework was established first — defining exactly what each controller role was authorised to do, under which conditions, without escalation. The decision protocol library documented responses to 28 common disruption types, from vehicle breakdown and bunching to driver absence and terminal incidents. Every protocol was tested in simulation before commissioning.
Dashboard design followed the authority and protocol work — ensuring that controllers could see, in real time, the information needed to execute the decisions they were authorised to make. The OCC was commissioned over a 30-day activation period with E2Gx Mobility present for every shift. Incident response time fell by 65% in the first month of live operation.
