CABO Certification
Operational certification
for public transport.
CABO — the Certification & Advisory Body for Operations — is a structured framework designed to ensure public transport systems operate reliably, safely, and sustainably. It turns good intentions into evidenced operational performance.
Certification
A formal, evidenced framework — not a consultancy deliverable. Certification creates accountability and a basis for continuous improvement.
Structured
Four pillars — Governance, Operations, Execution, Assurance — with defined intent, scope, evidence types, and example controls.
Continuous
Certification is not a one-off audit. It is an ongoing cycle of assessment, alignment, validation, and re-certification.
What is CABO
A structured certification framework for operational transport systems.
CABO — Certification & Advisory Body for Operations — is a structured operational certification framework designed to ensure public transport systems operate reliably, safely, and sustainably.
Unlike traditional audits that inspect compliance against a fixed checklist, CABO is built around the four operational domains that actually determine whether a transport system performs: Governance, Operations, Execution, and Assurance.
CABO is developed and stewarded by E2Gx Mobility to close the gap between infrastructure delivery and operational performance across African public transport.
Why CABO Matters
Infrastructure alone does not produce service.
Governance weakness
Unclear authority lines, fragmented oversight, and weak decision protocols degrade operations even when infrastructure is sound.
Scheduling failure
Timetables and rosters drift from demand and from each other — producing the unreliability riders experience every day.
Poor execution control
Dispatch, depot activity, and on-the-ground control break down when there is no structured response loop.
Absent assurance
Without independent audit and evidence, operators cannot demonstrate — or improve — sustained performance.
The G-O-E-A Framework
Four pillars. One certification.
CABO organises operational performance into four interlocking domains. Each has a defined intent, a specific scope of evidence, and a colour identity that travels throughout the certification.

Governance Certified
Governance
Authority structures, compliance, oversight, decision rights, escalation logic, and institutional control.

Operations Certified
Operations
Service planning, scheduling discipline, resource allocation, operating standards, service design logic.

Execution Certified
Execution
Dispatch, depot activity, on-the-ground service control, driver and fleet execution, response loops.

Assurance Certified
Assurance
Audit cycles, evidence, performance review, re-certification, independent oversight, continuity of compliance.
View PillarCertification Process
Assessment to continuous assurance.
The CABO certification pathway is a six-stage sequence. Each stage has defined inputs, outputs, and evidence requirements. The sequence is deliberate — it moves organisations from baseline diagnosis through formal certification and on into continuous assurance.
Assessment
Baseline review across all four pillars
Gap Identification
Structured gap map with severity scoring
Operational Alignment
Close gaps through process, capability & system change
Audit Validation
Independent audit against CABO thresholds
Certification Issued
Formal certification with defined scope & validity
Continuous Assurance
Monitoring, re-assessment & re-certification
Who CABO Serves
Operators, authorities, and institutions.
CABO is designed for organisations that are responsible for the operational performance of public transport systems and need a formal way to demonstrate that performance.
Operators
Public transport operators — bus, BRT, rail, and multi-modal — seeking a structured standard to validate operational performance to authorities, financiers, and riders.
Authorities
City, state, and national transport authorities procuring or overseeing operations, and needing an independent assurance framework beyond contract KPIs.
Financiers & DFIs
Development finance institutions and programme entities financing transport projects that require ongoing evidence of sustained operational delivery, not just go-live milestones.
Pilot Programme
Join the inaugural CABO cohort.
The CABO Pilot Programme invites operators, authorities, and institutions to participate in early-stage certification assessment — shaping the framework while gaining structured insight into operational readiness.
