A major urban transport authority in Southern Africa had been operating a multi-route bus network for seven years without a documented operational procedure library. Operational knowledge was embedded in long-serving staff. When two senior operations managers departed within the same quarter, service quality deteriorated rapidly — demonstrating the fragility of a system where institutional knowledge lives in individuals rather than documented systems.
E2Gx Mobility was engaged to build the institutional infrastructure the authority needed to sustain operational performance independently of any individual. The programme covered four domains: SOP development for all core operational functions; governance structure design including role-based authority matrices and escalation logic; a training framework covering induction and role-specific programmes; and an assurance routine that would surface performance deviation before it became failure.
The programme was structured explicitly around CABO framework requirements. Every SOP produced, every governance structure designed, and every assurance routine implemented was built to generate the evidence that CABO certification requires. At the conclusion of the 18-month engagement, the authority had achieved readiness for CABO Governance and Operations pillar certification — the first transport authority in the region to reach that standard.
